Enchanting??

Ok kinda stumped here:

I have a few items with a lvl 1 enchantment on them already that I want to upgrade.
I'm over lvl 30 and Im using the enchanting table at /warp aquazone.

so what else is preventing me from upgrading these enchantments? Is it the bookcases?
